First up, changes to the Care Package weapons: The Peacekeeper now joins the Care Package, boasting increased damage per pellet but a smaller explosion radius. The R99 is no longer a Care Package weapon.

Level 5 helmets are now in the Care Package, allowing shield upgrades to Level 5.  Shotguns (excluding Care Package weapons) no longer inflict headshot damage. The Mastiff shotgun has a smaller explosion radius but increased damage per pellet. The EVA-8 and Mozambique also received damage buffs per pellet.

SMGs retain their damage but have a reduced headshot multiplier.  The R99, Alternator, Volt, Prowler, and CAR all received damage increases.  Assault Rifles have a reduced headshot multiplier, with the Flatline, Nemesis, Hemlok, R-301, and Havoc receiving damage buffs.

Marksman weapons have a reduced headshot multiplier, with the 30-30 Repeater, Triple Take, G7 Scout, and Bocek Compound Bow all receiving damage increases.  All pistols (except the Wingman) have a reduced headshot multiplier.  The Wingman, RE-45, and P2020 all received buffs.

Sniper Rifles have been generally nerfed, with reduced headshot multipliers and damage. LMGs have a reduced headshot multiplier but increased damage.

Effective weapon pairings are dynamic, but some suggestions include the Nemesis with the R99, or the Flatline with the CAR.
